See MM 02-19, Attachment D, paragraphs 6 and 7. 35. Question: Are purchases made using Inmate Welfare Funds affected by Management Memo 02-19 guidelines. Answer: No. These purchases are not made with state funds and therefore are not subject to state purchasing guidelines.
