Are all PCs in hunter-oriented organizations subject to that cap?
Not necessarily, but we’re still feeling that out. A Teutonic Order agent need not be an actual hunter; the agent might be a professor, a hospital doctor or a secretary in the city detectives unit who keeps his/her eyes and ears open and simply passes info on to the order. Hence, the flexible cap. We’re not looking to overly restrict the number of Hunter support PCs, but we are looking to keep reasonable limits on the amount of PC deaths. IC conflict is good, but PK festivals are not.
