I thought that it was all music that was downloaded from recognised sites on the internet involved in the scheme like iTunes etc, but had to have been made avaliable as a CD/LP/SS single at some point.

Every tune that is downloaded from a subscription download site is eligible for the top 40. With the old system, only singles that were on release to buy in the shops were elibible for the charts. In January they changed the system so that all downloaded tunes, including oldies and album tracks, can potentially make the charts.
