Not if they are not soluble. Electrolytes are compounds which produce ions when in water. Soluble ionic compounds do this by breaking up into the constituent ions in water. But if the ionic compound is not soluble, such as lead chloride, then the compound does not break up into ions, and is thus not an electrolyte.
