No. Only rail safety workers who are carrying out, or are about to carry out, rail safety work are subject to testing under the Regulation. However, a rail transport operator may have a drug and alcohol policy which requires all of its employees to be tested. Drug and alcohol testing may also be undertaken as part of pre-employment testing or testing as part of a health assessment or rehabilitation program.
