Are all E-rate discounts affected by the CIPA ruling?
No. E-rate discounts are divided into three distinct groups of services. Only “Internet access” and “internal connections” are subject to CIPA. “Telecommunications”, which may include telephone service and data circuits is specifically excluded from CIPA’s restrictions.
