No. Those who arrived before August 2000 and claimed in country rather than at the port of entry are still the responsibility of local authority social services departments. This is a decreasing group, but it is still significant, and although it has been planned for some time, it is still unclear when they will be absorbed into the UKBA system.In addition, unaccompanied asylum seeking children and minors (16-18) are the responsibility of Social Services.
