Are 700c bicycle tires and rims commonly available in Mexico?
You would have a hard time finding components for road bikes outside of bike shops in major cities. Mexico, like the U.S., has far more mountain bikes than anything else, so you could probably find 26″ tires almost anywhere that has a big discount store. High-quality components would restrict you to major cities and bike shops once again.
