Really almost every LCD monitor is decent but some have better features, coloring, and refresh times. If you play games or watch movies refresh times will matter quite a bit as it can cause blurry action sequences or ghosting if it doesn’t keep up. (5 ms is good 16 ms is too slow) The ratio is the contrast (the larger apart the more contrast the screen can have). Contrast is the degree of difference between light and dark areas in an image. The viewing angle is normally the angle from which the picture is still viewable so you can sit off on the side and still see what is on the screen. In other words you do not have to be right in front of the screen to see what is on it. This number is important if you want to watch movies with others on the monitor or if you want someone to sit to the side and look at the screen as well.
