You likely have a fuel delivery or carb setting problem. Good, full choke should pull up fuel. Make sure the carb bowl is full. If it’s an original Stromberg, you can flood the bowl manually to make sure it’s full by lifting up on the carb needle. Then try a bit of oil in the cylinders, cranking over a bit afterward to distribute the oil around the top ring. Make sure the choke closes fully and try again.
