Because of the geographic and temporal scope of the EISs, they represent the functional equivalent of the cumulative impact analysis needed for wide-ranging species such as bull trout. The Final EISs will provide the cumulative impact analysis for the broad scale for on-the-ground projects implemented under this strategy, when activity level planning is tiered to and consistent with the overall plan. This will allow managers to focus their analysis at the watershed or project level.
