An existing stormwater pipe that eventually discharges into a Category One (C1) water runs along a street adjacent to a site. Can runoff be discharged from the site into this pipe?
No. Doing so would allow runoff from the site to bypass the special water resource protection area, which provides water quality treatment to overland flow of stormwater. The applicant could, however, provide an equivalent vegetated buffer onsite through which stormwater runoff could discharge prior to entering the storm sewer system. If 300 feet (or larger) is provided, then runoff must meet an 80% TSS removal rate. If less than 300 feet is provided (150 feet minimum) then a 95% TSS removal rate must be achieved.
