No you should not have to pay the tickets for someone else’s carelessness. I’m surprised they let the owner transfer the car with so many unpaid tickets. Although, you may have few options. If they are unwilling to give you possession of the car until its tickets are paid, you may have to sue the previous owner. Some judges may award you the amount you paid for the car, but you’d have to return the ownership to them. If you pay their tickets you sue for that amount. Some are unwilling to just drop the tickets because of all the people who just transfer the car to avoid having their car impounded due to parking violations.
