Am i entitled to a tarmac road to my house?
It has been three days, and no one has answered your question. Maybe it is because you posted it in the USA where very few people are familiar with your local laws and customs. In the USA, the federal government funds the building of major interstate highways. State governments fund, sometimes with the help of the federal gevernment, major intrastate highways. A combination of county, city, and village governments fund local roads, sometimes with the help of the state. I am guessing that road improvements in Scotland are funded in a similar manner. One thing you do not mention is whether or not the “1/2 mile farm road” is privately or publicly owned. If it is privately owned, you are probably out of luck. If it is publicly owned and sits on a public right of way, you may have some hope. If it is public, then the local road authority has a responsibility to maintian it to a certain standard according to applicable ordinances and law.
