Am I eligible to enter for the US Green Card Lottery?
If you were born in the UK and only one of your parents was born outside the UK in an eligible country (i.e. Northern Ireland), you are not eligible. The rules state “but neither of your parents was born there or resided there at the time of your birth, you may claim nativity in one of your parents’ countries of birth if it is a country whose natives qualify for the DV-2011 program.” I read that to mean that you’re not eligible if one or both of your parents was resident in the UK when you were born and/or if your father was UK born. Also, if you only completed GCSEs, I think you’re probably 2 years short of what the USA considers to be a completed high school education.
