Some universities might set limits in a particular program, and other don’t. In my university, we do not limit the number of undergraduate students admitted from one country, but in our ESL program, we try not to exceed 50% of enrollment from one language group. I would say MOST universities do not set limits in their Undergrad and Grad schools:). I hope this helps!
