The recommendation, agreed by Ministers, is that any non-dedicated sale or collection can take place on the licensed premises within a 48 hour time span. A gathering would end (as now) when the last animal leaves the premises but no gathering involving a sale (or collection) can last for longer than 48 hours after the arrival of the first animal. Although this interpretation may be criticised by some as lowering standards, it is easily understood by market operators and those who have to enforce the law.
