If your system experiences these failures after Microsoft SQL Server Express is installed, the problem is likely due to some issues with Microsoft Windows XP/SP2 that have been addressed in SP3. If you are not in a position to upgrade to SP3, Microsoft has created two hotfixes that can be applied to SP2 systems to fix this problem. The hotfixes may be downloaded from http://support.microsoft.com/kb/921337 and http://support.microsoft.com/kb/943232. Both must be applied.
