According to the Constitution, the Congress should dominate the foreign policy. Congress alone has the power to declare war and raise and support an army. The president is commander-in-chief. He can negotiate treaties but they must be approved my two-thirds of the Senate. In the post-World War II world, presidents have gained far too much foreign policy power.
