According to the EIR, what is the PAMF San Carlos Centers impact on traffic?
The EIR concludes that the PAMF San Carlos Center would not have a significant impact on traffic at nearby intersections at the time the project opens. All of the intersections studied as part of the EIR would operate at an acceptable level as defined by city policies (DEIR, page 3.4-22). In fact, the City’s traffic analysis found that all San Carlos intersections would operate at an acceptable level as defined by city policies when traffic from our medical center is combined with existing traffic and the traffic from foreseeable development projects in the area (DEIR, page 3.4-39). It is only when existing traffic, traffic from our project and traffic from reasonably foreseeable projects is combined with the projected traffic from the 1.9 million square feet of development outlined in the City’s Draft 2003 East San Carlos Specific Plan (ESCSP) that any intersections become significantly congested (DEIR, page 3.4-38).
