The dragonfles are not hanging around your pool to take a drink since they get most of their moisture from their food.  However, they will take a dip into water or dew to get some moisture if necessary. 

It is highly likely that the dragonfiles have laid their eggs in or very near to the pool water, or are attempting to lay their eggs in that area at that time.  In their larval state dragonflies are called "nymphs" and are aquatic creatures, looking to the tiny animals in the water for sustenance.  The nymphs can bite humans and inflict pain, but the bite itself really does no other damage.
