VA will guaranty a loan to purchase a lot and a manufactured home to be permanently installed on the lot. Adding an attached apartment is not acceptable. 6. A four-year-old existing manufactured home was just installed on a permanent foundation last week. I have a certification from the engineer that it was “completed according to his design and meets FHA requirements for permanent foundations.” Is this sufficient to issue an NOV? The foundation must meet VA requirements, which should be very similar to HUD requirements. If the engineer will certify that it complies with VA foundation requirements specified in the VA Lender’s Handbook, Section 12.10, it will satisfy our foundation requirements.
