A Program, in general: Q. Where do the requirements for QA come from?
The short answer is that they come from our customers; they are requirements that our customers want us to meet in our work for them. The more elaborate answer is that they arise in laws, are promulgated in regulations, and are specified to us in customer documents. • Laws, such as The “Land Withdrawal Act” for WIPP cite national nuclear and environmental regulations. • Regulations applicable to our project, such as 40CFR194, define QA requirements fairly specifically, invoking national standards for QA, such as ANSI/NQA-1, -2, and -3. • Finally, our customers have produced a detailed QA requirements document, the CBFO QA Program Description (QAPD), which our QA implementing procedures must address.
