Look at the CommBridge error log information. On non-MVS platforms the CommBridge error information will be in the file CBerror.log which is located in the same directory as cbfxfr and cbfrcv. Entries in CBerror.log are time stamped so you should be able to pinpoint which error refers to your transfer. On MVS look in the joblog of the transfer job for an indication of the problem.
