Yes. Since content is encrypted, it can be distributed separately from the License that governs its usage and enables its decryption. The Marlin specifications do not say anything about whether content and its corresponding License should travel together. They can either be a unit or be obtained separately. Combining the content and the License into a single file may be commonly done, for management convenience and efficiency. For example, if the content is transferred from one device to another, and the License is in the same file, then the second device does not have to do a License acquisition. If the content and the License are not in the same file, the second device has to acquire the License in order to be able to render the content.
