Every Head Start grantee’s service area must be approved, in writing, by the responsible OHS official. Head Start regulations specify that service areas must be non-duplicating and non-overlapping. Before the Regional Office approves a new grant, the service area is checked to see that it is not duplicating and not overlapping with other Head Start grantees. Some exceptions to this requirement may be permitted for American Indian/Alaska Native (AIAN) grantees serving children in areas near reservations.
