A – 072 Can a Delegate Agency use unobligated funds (carryover) from the prior fiscal year in the next fiscal year?
The Regional Office is responsible for the review and approval of the use of unobligated funds after a budget period ends. The grantee is responsible for the proper administration of all delegate agency funds. Each grantee should have a contract, MOU or similar agreement with each delegate agency that specifies policies and procedures for addressing budget changes. These agreements may include procedures for carryover requests specifying what documentation the grantee requires of delegates to explain why funds were unexpended and to explain how delegates can make a request to the grantee for the continued use of funds. After the grantee completes the review of the documentation, the grantee may submit a request to the Regional Office for approval. If the Regional Office approves the request, a Financial Assistance Award (FAA) authorizing the use of the funds will be issued.
