A – 058 Can programs count as in-kind the costs incurred by parents in transporting their home-based children to socialization experiences?
Yes. The requirements of 45 CFR Part 1310 regarding the type of vehicle in which children must be transported do not apply to home-based programs. Therefore, children may be transported in vehicles other than school buses and allowable alternate vehicles and the costs of that transportation may be covered by the Head Start grant or, alternatively, be counted as non-federal share.
