It depends on what fiber it is made of. Cotton velour dyes beautifully with fiber reactive dyes, but polyester velour can be dyed only by boiling with disperse dye. Choose the right dye for the fiber content of your velour, and you will have no problems in dyeing it, but if you use cotton dye on polyester velour, or polyester dye on cotton velour, your results will be very poor. Navy is a very dark color. Since dye is transparent, you cannot dye over a lighter color. The only color you can change navy blue to is black. For lighter colors, you will have to remove dye, instead. Don’t use chlorine bleach on any synthetic fiber, because bleach will permanently damage synthetics. . You can use Rit Color Remover on most synthetic fibers.
