The Velvet Underground is a rock band that formed in the 1960s and went on until the late ’70s, one of their most famous albums being their debut “The Velvet Underground and Nico”, which was produced by famed pop artist Andy Warhol. They happen to be my favorite band of all time, love ’em to death. The phrase “the velvet underground” was also the title of a 1960s book I believe, that was about taboo sex practices of the time (orgies, S& M, homosexuality, etc), which may or may have not been an inspiration for the band’s name – I’m not sure. But to thoroughly answer your question, it’s one of those two things mentioned above. Since you posted the question under Philosophy though, I’m guessing you’re referring to the subject of the book.
