No. Penicillin is a drug by itself, there are many anti-biotics such as amoxicillin that fall into the penicillin family, but ciprofloxacin is in a different family called fluoroquinones.

Cipro is an antibiotic in the cephalosporin family like Keflex is. It is just a more modern newer generation drug in this family. If you are allergic to penicillin, there is a chance that you might have a reaction to the Cipro as a cross-sensitivity to some of the compounds used in making the medication. If you are allergic to penicillin and have ever taken cephalosporins like Keflex without any problems in the past, most likely you will do fine on Cipro as well.
