What is the definition of an exporter?
According to the U.S. Census Bureau, an exporter is any person in the United States, any firm, government agency, department, or commission; and any association or organization, whether or not organized for profit, organized under the laws of the U.S., who is also the principal party in interest in the export transaction. An exporter can be: the U.S. manufacturer; the U.S. seller, the U.S. order party (who negotiated with the foreign buyer and received the order to sell the merchandise); a foreign person (if in the U.S. at the time of export and who files the Shipper’s Export Declaration); a forwarding agent; or a seller of services, if the services are paid for by a foreign entity.
