A conspiracy is an agreement between two or more people to commit a crime followed by any activity to carry out that agreement. The conspiracy itself is a separate crime. Therefore, the government is permitted to recommend that you be charged with conspiracy even if you did not complete the crime and allowed to charge you with both the conspiracy and the crime should you have committed the crime.
