Under DCIPS, the Performance Review Authority (PRA) does not have the authority to change ratings. If the PRA has concerns regarding a rating, it does have the authority to return evaluations to the Reviewing Official and subsequently the Rating Official before ratings are finalized. Only the Rating Official may change an employee’s rating.
