Sometimes the city won’t allow them to keep the dog because they need the handlers to begin training with a new dog as soon as the other one retires. Also there are times where the handler doesn’t want to keep them for various reasons. My husband had to get permission from the city to keep his K-9 Tank after retirement. It’s never an assumption that the dog will stay with his or her handler. Your best bet is to check GSD rescue organizations. Many GSD rescues accept retired K-9’s. Believe it or not, some retired K-9’s are in shelters as well. You can also adopt military K-9’s that are retired. Good luck on your search. They are out there.
