When is under a UV lamp it normally glows white, and to expand on what Nathan D said, people also get them because they work in a profession where tattoo placement is limited, such as medicine, if you are interested in one i will would advise you to consider this, it is more expensive then normal tattoos, it is harder to apply, and will require some touch up before it is completed.
