Who are the players in the HCP process?
The HCP is being prepared by the District, along with two consultants contracted by the District to help coordinate various aspects of the project. This project builds on a predecessor project that the District conducted from 2004 to 2007. Some parties from that earlier project may be utilized for this current project, which will culminate in an HCP and an EIS, including the previous prime contractor, Austin-based Hicks and Co., and also San Diego-based RECON, who would contribute in producing documentation and response to public comments associated with both the HCP and the National Environmental Policy Act. Kirk Holland is the General Manager for the District, and will act as the grants administrative manager for the HCP. He will also serve as co-project manager with Dr. Kent Butler, and both will be involved in virtually every stage of the project.
