The fee must be paid by the registrant, the domain name owner. Since it’s your property, you have to pay for it. If you drive a car, you have to own that car, thus have to pay for it (usually :-). The same with a domain name. If you decide to change web hosts, you can take that name with you (because it’s your property). If the domain name has been registered to an ISP, you don’t have control over that name. So, be careful when you register your domain name.
