Both are equally good ways of energy conservation. However, while you can yourself implement the first option at home, recycling would mean an extra effort of going to a recycling center. So increasing the efficiency of equipments would be the first step to conservation. For instance, if you want to conserve water, switch to low flow shower heads, dual flushes, smart sprinkler etc. In this way you would be saving gallons of fresh water. Both are good answers, but A. pertains more to measures that the average consumer can take. Energy recycling as I understand it (things like using captured heat that would ordinarily be wasted to power other things) requries major electrical systems and is more typically found in major facilities and not in homes.
