This is caused by unburned fuel igniting after it’s been expelled into the hot exhaust pipe. When it happens during deceleration it’s because too little fuel is getting into the combustion chamber while a normal amount of air is still getting in. This is an overly lean condition and the mixture is so upset that partially burned gasses/fuel are expelled into the exhaust pipe where they ignites later. A carb tune-up will probably correct the problem. With fuel injection it’s a slightly different cause. The fuel is injected based on the RPM. Since the engine is still going when you let off the pedal there is too much fuel and again the partially burned portion of the mixture ignites in the exhaust piping. The decel value detects this temporary condition of high vacuum and lets some more air in to burn off the excess fuel. 2.12 Changing fuel filter: Changing the fuel filter is a task nobody wants to do.
