A. No, our ratings and research are statements of opinion, and not statements of fact or recommendations to buy, sell, or hold securities. Ratings are independent opinions of the relative risk of a specific bond or instrument. Bonds rated Aaa are not necessarily “better” or “worse” than bonds rated Baa1. Our scale merely indicates that a bond rated Baa1 in Moody’s opinion poses a higher credit risk than a bond rated Aaa.
