Surpluses generated by a provider in a PROS program shall be used to first offset deficits of other PROS licensed programs within the same provider, within the same county. The site(s) that earned the surplus(es) must show the entire amount on line 39 (Non-GAAP Adjustments to Revenue) of the DMH-2 Consolidated Claims Report (CCR). To apply the surplus to the deficit, the site(s) that incurred a loss must show an amount equal to the loss or surplus, whichever is less, on line 29 (Other Revenue) of the DMH-2 CCR. Any remaining surplus in the site with the profit may either be spent in the subsequent year or used to offset deficits in other mental health programs in the current year. If it is projected to be spent in the subsequent year, the amount of the remaining surplus must be applied to line 29 of the DMH-2 CCR “Other” revenue. If the applied surplus from the previous year is not actually spent in the subsequent year, it will be used to offset deficits in the PROS provider’s other me
