Many breeders are willing to reduce their price or work out a plan for a family that will prove to provide a good home for the life of the puppy they are offering. They might withhold the registration papers until you are paid in full OR they may insist that they remain as co-owner on the puppy until you have paid in full. Regardless, you won’t know what they are willing to do until you ask them.

Contact a few breeders and ask about deposits, if you set everything up before the puppies are born you can usally get prepared. Really good breeders like you are talking about usually take a deposit right away and let you get your pick in whatever order deposits are recieved. That way say you do a $200 deposit right while the breeder has a pregnant female. (deposits usually range $100-half the full amount) then you have 2 months to save before you pick up and pay for the puppy and you can work out a budget that way. I’ve never heard of a breeder working out a payment plan where you take the puppy and pay small payments after. Its probably happened before but most likely only with people the breeder knows personally. Like you mentioned many breeders are worried if you can’t come up with the initial price how can they believe you can take care of caring for the dog, vet, food, toys, ect. Really the only thing you can do is contact the breeders and be straight forward.
