No. Under capitalism any form of “drafting” — that is slavery — is illegal. Under capitalism no government can initiate a war against other countries, by forcing its citizens to fight or pay for such a war, if they do not wish to of their own free-will. In a capitalist country there is no draft, in which governments can force their citizens to fight wars — since they are prohibited from initiating force against their own citizens — and by extension citizens of other countries.
