I’m thinking about getting into affiliate marketing but, I’m trying to do some homework first. Do I need a state/federal tax id number just to refer sales leads?

Yes, but if you are a sole proprietor, your Social Security Number is your Tax ID. Start out as a sole proprietor. If you start seeing a good profit you can incorporate and get a business tax id.
