All kitty’s are protected from being killed imhumanely so provide or lure a larger predatorlike a wolve or a mountain lion to your terrace or lure in a large predator like a hungry bear or cougar. That way your helping propagate the indangered species and correcting the over population of the unwanted vermon in your property location your neighbors might get a bit bent out of shape about the wild fauna romping into the area but once the food source is depleted the wild animals mights just take out a few of those idiots too. cheers you didnt say it was supposed to be a single issue solve of your plight but you see this could have a lot more answerss to the problems of nosey neghbors too.
