How will roaming be implemented?
The Government expects that roaming will be introduced commercially. Two existing Second Generation mobile operators, Vodafone and BTCellnet, agreed to a modification to their Telecoms Act Licences to incorporate a roaming condition which will be triggered if they win a 3G licence. The condition provides for the Director General of Telecommunications to determine a roaming agreement between a new entrant and the existing operator if this can not be reached through commercial negotiation. 4.

The Government has made it clear that it expects roaming to take place on a commercial basis and that Second Generation operators should make a fair return from roamed traffic.
