What is Office of Management and Budget (OMB) Circular A-76?
First promulgated in 1955, OMB Circular A-76, Performance of Commercial Activities, is the traditional methodology for comparing the value of performing a function inside government with the value that can be produced by obtaining that service from outside the government. The fundamental concept behind the Circular A-76 is that the government should not compete with the private sector in providing services considered commercial, i.e., activities not considered inherently governmental. Competition for these services will ensure they are provided to the government, either by government employees or the private sector, or other non-Federal entities such as a university, in the most cost-efficient and effective manner possible.
