LTV is the loan amount divided by the lesser of the selling price or the appraised value. The LTV and down payment are different ways of expressing the same set of facts. If you have a 30% down payment, then you have a 70% loan-to-value. Different loan programs have different maximum LTVs depending on the terms of the loan that you are requesting.
