What is the Joint Operating Agreement?
Under the JOA, The Seattle Times Company manages advertising, production, marketing and circulation operations, as well as most business functions, on behalf of both The Seattle Times and the Hearst-owned Seattle P-I. The news and editorial operations of both newspapers are separate and competitive. The Seattle P-I independently produces a two-page editorial section for a combined Sunday edition which is otherwise produced by the newsroom of The Seattle Times.
